MAIN DUTIES

· Secretary to the Assembly

· Secretary to Municipal Tender Committee

· Secretary to MUSEC

· Coordinates the activities of both the Central Administration and Decentralised Departments

· Controls and supervises the finances of the Assembly

· Advises the Municipal Chief Executive and Assembly on administrative issues

· Appraises staff and promotes a certain category of officers up to category ‘C’

· Chairs MPCU

· Ensures submission of quarterly/Annual Administrative Reports to Regional Co-ordinating Council

· Provides speeches for Municipal Chief Executive and other dignitaries

· Signs all pay vouchers and cheques

· Initiates plans and programmes to achieve accelerated decentralization programmes in the Municipality

· Ensures effective implementation of policies/programmes of the Government and the Assembly

MAIN DUTIES

· Keeps custody of all financial documents of the Assembly

· Prepares financial/accounting reports includin

g monthly trial balances and annual accounts and submit them to appropriate places

· Co-ordinates all financial transactions of the Assembly

· Provides financial data for the Assembly’s Annual Budgets Preparations

· Issues out value books for revenue collection

· Monitors performance of revenue collectors

· Signs all pay vouchers and cheques

· Ensures efficient functioning of the Accounts section of the Assembly

· Provides professional advise on all financial issues of the Assembly

· Tracks down defaulters of payment of rates, fees and licences etc.

· Organises financial documents and revenue collectors for auditing

· Assists Municipal Budget Analyst to review budgets and revenue and expenditure returns

· Preparation of rate bills for rate payers.

MAIN DUTIES

· Assists the Assembly and sub-structures in the initiation, formulation and implementation of projects and programmes.

· Initiates actions for the preparation of Medium Term Development Plans, and reviews and all related issues.

· Advises the Assembly on co-ordinating, monitoring and evaluation of all development plans.

· Monitors development projects/programmes with other staff members (MBA, ME etc.) and submits progress reports on them.

· Submits quarterly and annual progress reports to Regional Co-ord. Council.

· Prepares Annual Action Plans and Procurement Plans.

· Provides the Assembly with such information and data as necessary for formulation of Municipal Development Plans.

· Secretary to MPCU.

· Assists the MBA/MFO to prepare and review Annual Development Budgets.

· Collects and collates data from key sector units for budget preparation.

· Analyses revenue and expenditure returns and submit report to management.

· Member, monitoring and evaluation team of the Assembly’s. Projects/programmes.

· Desk Officer for Sister Cities Relationship.

· Serves as a member of Technical Evaluation Team.

· Head of the Works Section of the Assembly

· Prepares estimates and bills of quantity for Assembly projects and other civil engineering works.

· Collaborates with MPO, MBA etc. to monitor and inspect A

ssembly projects and submit reports.

· Assist the monitoring team to prepare progress reports.

· Prepares contract certificates.

· Initiates the advertisement of Assembly projects/programmes in the dailies.

· Handles issues relating to project designs.

· Organizes inauguration of completed projects after they have been properly certified by the monitoring team of the Assembly as duly completed and handed over.

· Member, Statutory Planning Committee.

· Ensures that the Building Inspectorate unit functions effectively and efficiently to reduce springing up of unauthorized structures and that developers go by the approved specifications.

· Takes care of day-to-day administration of the Unit.

· Advices the Assembly on health and sanitation issues.

· Supervises all Environmental Health Officers and Sanitary Labourers in the Municipality.

· Conducts health inspection in all premises.

· Inspects and advises on food hygiene.

· Ensures that wholesome meat and food are sold to the public.

· Register and issues certificates to food vendors.

· Collects and collates data on sanitation.

· Prepares sanitation reports.

· Organizes preparation of sanitation plans for implementation.

· Undertakes education on health issues in collaboration with relevant agencies.

· Prosecutes sanitary offenders.

· Member of Statutory Planning Committee.

· Performs any other duties that may be assigned by the MCE/MCD from time to time.

· Assists the MFO and Chief Revenue Superintendent in the supervision and monitoring of revenue collection for the Assembly.

· Submits quarterly reports to Management of the Assembly / Presiding Member.

· Performs any other duties that may be assigned by the MCE/MCD/MFO from time to time.

· Assists in appraising all staff of the works yard.

· Performs any other duties that may be assigned by the MCE/MCD/ME from time to time.
